people: decision making

I had a meeting today. there's one observation: there are people who like to change things arbitrarily. when confronted, they will said "this is my thinking...". sure enough that person is seemed to take responsibility on the decision, but is he? how about is you're the superior and ultimately you'll be responsible. why change when the current things is ok and there's no apparent reason to do that.
